No, it doesn’t. As an example; I was living in a place I rented. Every time I got a ‘cost of living’ increase my rent seemed to increase almost the exact same amount. When others can know what you are receiving and then adjust up for that, then it no longer accomplishes what it was meant to do. And it isn’t just landlords, other businesses do the same thing. Until we can stop the rampant greed in this world there will always be the elite (super greedy) and the businesses (greedy) that take advantage of those just basically existing.
Greed will always be the bane of human existence. Maybe a equal universal income? No more morbidly wealthy? Long beyond my life time but food for thought.
In America, the Federal Minimum Wage has not kept up. That is why some states and cities have raised the minimum wage. Some have even made sure it rises every year.
It has helped, but it is still not enough, especially since the Orange One became president.

And our servers don't get outrageously underpaid, either. They make minimum, plus tips. Not below minimum, with tips expected to make up the shortfall. The only exception is Quebec, I believe, where servers do make a few dollars less.
It used to be done that way all over Canada, but we figured out how much of a bullshit expectation that was and raised server wages to match the general minimum damn near everywhere.
In my province, a waiter can expect to pull in a very tidy profit for the work they do. I used to work at a coffee shop back when our hourly pay rate was $11, and with my tips, I still put away quite a bit.
